Isaac Ssemakade Fires Attorney General Kiryowa Kiwanuka from Uganda Law Society Council

The Uganda Law Society (ULS) expelled Attorney General Kiryowa Kiwanuka and the Solicitor General from its Council, aiming to restore public confidence in Uganda's legal profession, which has been eroded by concerns over impunity, corruption, and accountability within the justice system.


While Kiwanuka remains a member of the ULS, the Council declared that he is no longer recognized as Head of the Bar and cannot represent the Uganda Bar in any capacity. 

This decision underscores the ULS’s determination to uphold the independence of the legal profession and address critical issues affecting Uganda's judicial system.

Key Reasons for Expulsion

  1. Conflict of Interest: The ULS condemned Kiwanuka's ex officio position as a relic of colonial-era governance. The society intends to challenge this through a constitutional petition.
  2. Forensic Investigation: A forensic investigation has been launched into several allegations, including:
    • Violations of constitutional law concerning his private legal practice.
    • Financial misconduct involving land compensation, specifically Shs 28.8 billion.
    • Misleading the Cabinet on judicial independence, which led to legal consequences.
    • Interfering in judicial appointments, further diminishing public confidence in the judiciary.
  3. Access to Justice: The Attorney General has faced criticism for imposing fees on digital access to Uganda’s legal documents, which ULS argues has restricted access to justice for ordinary citizens.
  4. Human Rights Violations: Allegations have surfaced that Kiwanuka condoned torture and sanctioned military trials for civilians, a practice contrary to Uganda's international human rights obligations.

The ULS views this decisive action as a critical step toward protecting the integrity of the legal system and ensuring accountability at the highest levels.
