While handing over to Major General (rtd) Jim Muhwezi as the Minister of Security in June 2021, Late General Elly Tumwine announced how he had assumed his office as a presidential adviser for security.
Gen. Elly Tumwine announced how he was going to advise the president of the country Yoweri Kaguta Museveni to prepare for a peaceful transfer of power in the country for a stable and peaceful Uganda.
“As [I] take on my new advisory role, I will advise Kaguta Museveni to prepare for a smooth transition of power for a long-term stability of our country.” Tumwine said on June 23rd 2021.

Tumwine has not been the only bush war military official to advise Museveni to transfer power peacefully, various other military officials including once Commander of UPF Major General Mugisha Muntu, Major General Henry Tumukunde had all advised Museveni on peaceful transfer of power.
As we mourn the death of Gen. Elly Tumwine, it is sad that he has died before his dream of seeing peaceful transfer of power in Uganda since independence happen.
Tumwine had served on various positions in military and government before his death which happened today on August 25th at Aga Khan Hospital in Nairobi, Kenya.
