The altercation erupted around 10:00 AM when Minister Nyamutoro, accompanied by a technical team from the Directorate of Geological Survey and Mines and the Police Mineral Protection Unit (PMPU), arrived at the site to investigate illegal mining activities. The site, under Iron Ore Exploration License No. EL00340, is owned by STEAM Investments. The company had reported unauthorized mining by individuals allegedly associated with John Muluri Muyambi and the National Cement Company.
Upon arrival, the Minister's team was met with resistance from the private security guards on duty. The guards refused entry, prompting police intervention. As the inspection concluded, the guards escalated the situation by blocking the Minister’s convoy and threatening to open fire.
A video circulating online captures the tension, showing police officers apprehending the armed guards. Kigezi Region Police spokesman Elly Maate provided a detailed account, confirming the arrest of the five security guards: Kiiza Deus, Okurboth Robert, Niwagaba Anthony, Kajugo Mathias, and Mucunguzi Robert.
They were found in possession of three rifles (SMGs) and have been charged at Rubanda Central Police Station.
Despite the danger, Minister Nyamutoro appeared composed and even described the incident as “laughable” in a video statement. She emphasized that her team remains safe and will continue their scheduled duties without disruption. The Minister also ordered the arrest of the directors of the company employing the security guards, condemning their reckless actions.
