Hellen Seku, the Commissioner at the National Secretariat for the Patriotism Corps under State House, has issued a fresh warning over how Ugandans are using the national flag, especially at political rallies and public places.
Speaking over the weekend at Kololo Independence Grounds during a meeting between President Museveni and Kampala city garage operators and mechanics, Seku said she is concerned by what she called increasing “flag desecration” in the city.
She pointed fingers at political campaign rallies, where supporters have been freely carrying, hoisting and displaying the national flag without following the law.
According to Seku, many people don’t know or choose to ignore that there are strict rules governing how the flag should be handled.
She cited the Flag and Emblems Act, Cap 181, which clearly prohibits hoisting the national flag on private buildings without express permission from the government.
“The flag cannot spend the night outside or stay out in the rain,” Seku said, adding that even businesses must seek clearance before raising it.
She also warned against placing the flag on boda bodas, shops, stalls, kitchens and other “unworthy places,” saying the national symbol must be treated with respect.
