Doreen Gift Bujjingo, daughter of House of Prayer Ministries’ Pastor Aloysius Bugingo, an ICT Infrastructure Engineer at Uganda’s Ministry of ICT and National Guidance has been selected as a 2025 Mandela Washington Fellow under the Young African Leaders Initiative (YALI).
Doreen, who will pursue the Public Management track at Arizona State University (ASU), is determined to sharpen her leadership skills to further drive Uganda’s digital transformation.
At the Ministry, Doreen plays a key role in making sure Ugandans access affordable ICT infrastructure and services, with her work supporting major national projects like Uganda’s Digital Transformation Roadmap and the National Data Strategy.
With a strong academic background—a Bachelor’s in Telecommunications Engineering from Makerere University and currently pursuing her Master’s—Doreen has been pushing for tech-driven solutions to boost service delivery across the country.

Beyond her government role, she’s also an SDG Coordinator at Makerere University, promoting education and community development.
Through the Mandela Washington Fellowship, Doreen will link up with 25 other African leaders at ASU’s Watts College, gaining more skills and global connections to help her push Uganda’s digital agenda even further.
Upon completing the program, Doreen plans to apply her sharpened skills to champion Uganda’s Digital Uganda Vision, helping create opportunities for more Ugandans in the digital space.
For a country that’s consistently produced some of the most dynamic young leaders under YALI, Doreen is joining a powerful group of Ugandans rewriting the future—this time with tech.
