Minister Balaam Barugahara has come out to clear the air after online claims suggested he forgave content creator Ken Mukalakasa over the crimes he committed in 2018 Viral Video with a boy.
In a statement shared on X, Balaam firmly denied the allegations, stressing that he has no authority to forgive or release suspects in criminal matters.
“I would like to clarify misinformation and rumors being spread online,” Balaam wrote.
The minister explained that Mukalakasa showed up at his office following public outrage over the alleged abuse case involving a minor boy.
According to Balaam, Ken was accompanied by Chumi and others, and appeared remorseful while seeking forgiveness. But Balaam says he made his position very clear.
“I clearly informed him that I do not have the authority to forgive, investigate, or pass judgment on such matters, as per the Constitution,” he stated.

Instead, the minister says he only offered counsel and immediately handed the matter over to the relevant authorities.
Ken Mukalakasa is now in police custody, where the case is being handled by investigators.
“Please disregard any claims suggesting that I forgave him or set him free,” Balaam added.
The clarification comes amid growing public anger, with many Ugandans questioning why the suspect first appeared at a minister’s office instead of going straight to police.
