Kampala Capital City Authority (KCCA) Executive Director Sharifah Buzeki has clarified that Kampala’s Constitution Square, commonly known as City Square, has not been handed over to a private developer, despite growing debate over a proposal to redevelop the public space.
Buzeki made the clarification during a meeting with Kampala traders on Tuesday, explaining that President Yoweri Museveni only directed Kampala Minister Minsa Kabanda to study a development proposal, consult KCCA and report back to him.
“There is nowhere where the President gives away the land,” Buzeki said, dismissing claims that the President had already allocated the square to an investor.
The proposal was submitted to Museveni on August 18, 2026, by businessman Hajj Hassan Bulwadda. It seeks to transform about two acres of Constitution Square into a modern, eco-friendly commercial complex featuring a hotel, shopping mall and other facilities, with solar energy incorporated into the development.
On August 30, Museveni instructed Minister Kabanda to examine the proposal in consultation with KCCA before reporting back. The correspondence was also copied to Vice President Jessica Alupo and Prime Minister Robinah Nabbanja.
According to Buzeki, Kabanda has since established a committee to study the proposal, but KCCA has not yet received its findings.
“At this stage, the minister has constituted a committee to look into the proposal, and thereafter they will come to us, and we are waiting for them,” Buzeki said.
Once the committee presents its findings, KCCA’s technical and political leadership is expected to review the proposal and give its views before the minister submits a report to the President.
The clarification is also consistent with an earlier statement by Deputy Presidential Press Secretary Faruk Kirunda, who said Museveni had not allocated the square to an investor and was awaiting a report on the proposal.
