Hays Recruitment Experts Ltd, also known as Hays Uganda, has welcomed the reopening of the United Arab Emirates to Ugandan travellers following the lifting of Ebola-related entry restrictions that had disrupted travel and overseas employment opportunities.
The UAE announced on Saturday, September 26, 2026, that it was easing the precautionary entry measures imposed on Ugandan nationals in June following the Ebola outbreak.
The decision was announced by the UAE’s National Emergency Crisis and Disaster Management Authority (NCEMA), in coordination with the Ministry of Health and Prevention (MoHAP) and the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). Authorities said the move followed continued assessment of Uganda’s health situation and completion of the internationally established monitoring period.
The restrictions had suspended the issuance of new visas to nationals of Uganda, the Democratic Republic of Congo and South Sudan and placed additional entry measures on travellers from the affected countries.
For Uganda’s labour export sector, the reopening is significant because the UAE remains an important destination for Ugandans seeking employment abroad. The restrictions had affected recruitment agencies and prospective workers whose visa processing and travel plans were disrupted.
Hays Recruitment Experts Ltd is among the Ugandan agencies involved in overseas recruitment, with its services including overseas job placement, visa processing and documentation, candidate screening, travel support and recruitment for opportunities in the UAE, Qatar and Kuwait.
The company has since welcomed the reopening, with its operations expected to benefit from the resumption of normal travel and recruitment processes between Uganda and the UAE.
The lifting of the restrictions followed discussions between officials from Uganda and the UAE. Uganda’s government had been engaging UAE authorities over the impact of the measures on travel, labour movement and other bilateral activities.
However, the UAE’s official announcement attributes the lifting of the restrictions to the assessment of Uganda’s Ebola situation and completion of the required monitoring period, rather than to mediation by any private recruitment company.
With the restrictions on Ugandan nationals eased, recruitment agencies can now resume efforts to connect Ugandan job seekers with opportunities in the UAE, while prospective travellers can once again plan their journeys under the applicable normal entry and visa requirements.
