{"id":5719,"date":"2026-03-26T09:16:26","date_gmt":"2026-03-26T09:16:26","guid":{"rendered":"https:\/\/blizz.co.ug\/news\/?p=5719"},"modified":"2026-03-26T09:16:26","modified_gmt":"2026-03-26T09:16:26","slug":"govt-softens-traffic-laws-lower-fines-longer-payment-time-new-speed-limits-proposed","status":"publish","type":"post","link":"https:\/\/blizz.co.ug\/news\/govt-softens-traffic-laws-lower-fines-longer-payment-time-new-speed-limits-proposed\/","title":{"rendered":"Gov\u2019t Softens Traffic Laws: Lower Fines, Longer Payment Time &#038; New Speed Limits Proposed"},"content":{"rendered":"<p data-start=\"94\" data-end=\"250\">After months of public backlash, the government is now walking back on the controversial traffic laws that were introduced earlier and motorists might finally breathe a little after the Ministry of Works and Transport has proposed major changes to the suspended regulations.<\/p>\n<p data-start=\"430\" data-end=\"511\">First things first\u00a0 the pressure of paying fines in just 72 hours could be gone\u00a0Under the new proposals, motorists will get 28 days to clear Express Penalty Scheme (EPS) tickets, instead of the previous three-day deadline that left many frustrated.<\/p>\n<p data-start=\"687\" data-end=\"746\">And if you feel unfairly fined? There\u2019s room to fight back as drivers will be allowed to appeal within 7 days, with authorities expected to review the case within that same 28-day window. Even late appeals may still be considered as long as it\u2019s within the 28 days.<\/p>\n<p data-start=\"959\" data-end=\"1046\">But if you delay and lose the appeal after the deadline, you\u2019ll still face a surcharge.<\/p>\n<h3 data-section-id=\"qald4r\" data-start=\"1048\" data-end=\"1073\">Speed Limits Adjusted<\/h3>\n<p data-start=\"1075\" data-end=\"1118\">One of the biggest talking points is speed as earlier law had reduced speed limits in urban areas to <strong data-start=\"1179\" data-end=\"1189\">30km\/h<\/strong>, something many drivers said was unrealistic.<\/p>\n<p data-start=\"1237\" data-end=\"1266\">Now, government is proposing:<\/p>\n<ul data-start=\"1268\" data-end=\"1405\">\n<li data-section-id=\"60lngy\" data-start=\"1268\" data-end=\"1360\"><strong data-start=\"1270\" data-end=\"1302\">30km\/h only in special zones<\/strong> (schools, markets, hospitals, residential access roads)<\/li>\n<li data-section-id=\"dm8u4p\" data-start=\"1361\" data-end=\"1405\"><strong data-start=\"1363\" data-end=\"1405\">50km\/h restored for normal urban roads<\/strong><\/li>\n<\/ul>\n<p data-start=\"1407\" data-end=\"1514\">And there\u2019s a small relief margin too as drivers won\u2019t be fined if they exceed the limit by <strong data-start=\"1498\" data-end=\"1511\">up to 10%<\/strong>.<\/p>\n<p data-start=\"1516\" data-end=\"1581\">(Meaning if the limit is 50km\/h, you\u2019re safe up to about 55km\/h.)<\/p>\n<p data-start=\"1516\" data-end=\"1581\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5720\" src=\"https:\/\/blizz.co.ug\/news\/wp-content\/uploads\/2026\/03\/latest10pix-data.jpg\" alt=\"\" width=\"600\" height=\"400\" srcset=\"https:\/\/blizz.co.ug\/news\/wp-content\/uploads\/2026\/03\/latest10pix-data.jpg 600w, https:\/\/blizz.co.ug\/news\/wp-content\/uploads\/2026\/03\/latest10pix-data-300x200.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/p>\n<h3 data-section-id=\"v3czud\" data-start=\"1583\" data-end=\"1600\">Fines Slashed<\/h3>\n<p data-start=\"1602\" data-end=\"1710\">Previously, speeding fines could go as high as <strong data-start=\"1649\" data-end=\"1663\">Shs600,000<\/strong>, depending on how much you exceeded the limit and now the proposal is to <strong data-start=\"1736\" data-end=\"1774\">standardize the fine at Shs200,000<\/strong>, regardless of the level of speeding.<\/p>\n<h3 data-section-id=\"17xi1fj\" data-start=\"1847\" data-end=\"1888\">Who Pays the Fine? Still a Big Debate<\/h3>\n<p data-start=\"1890\" data-end=\"1928\">This is where things are still heated as with the old system fined the <strong data-start=\"1955\" data-end=\"1983\">registered vehicle owner<\/strong>, not the driver which caused chaos, especially for cars under loans, companies, and taxi operators.<\/p>\n<p data-start=\"2087\" data-end=\"2221\">Now, government wants to introduce a <strong data-start=\"2124\" data-end=\"2154\">\u201cregistered keeper\u201d system<\/strong>, where responsibility can be assigned to whoever is using the car.<\/p>\n<p data-start=\"2223\" data-end=\"2265\">But transport operators are not buying it.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After months of public backlash, the government is now walking back on the controversial traffic laws that were introduced earlier and motorists might finally breathe a little after the Ministry of Works and Transport has proposed major changes to the suspended regulations.
