Yes \u2014 the company handling those expensive, surveillance-powered number plates.<\/em><\/p>\n<hr \/>\n<p data-start=\"660\" data-end=\"805\">Locally, it\u2019s trading as Virtus Global Security Company Ltd, a company incorporated in December 2021.<\/p>\n<p data-start=\"660\" data-end=\"805\"><strong>On paper, the Ugandan shareholders are:<\/strong><\/p>\n<ul data-start=\"806\" data-end=\"943\">\n<li data-start=\"806\" data-end=\"840\">\n<p data-start=\"808\" data-end=\"840\">Amon Hope Kenyonyi (30 shares)<\/p>\n<\/li>\n<li data-start=\"841\" data-end=\"883\">\n<p data-start=\"843\" data-end=\"883\">Gordon Bagambe Hangamaisho (30 shares)<\/p>\n<\/li>\n<li data-start=\"884\" data-end=\"915\">\n<p data-start=\"886\" data-end=\"915\">Brendan Tusiime (20 shares)<\/p>\n<\/li>\n<li data-start=\"916\" data-end=\"943\">\n<p data-start=\"918\" data-end=\"943\">Rachel Natuha (20 shares)<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"945\" data-end=\"1045\">Now, this wouldn&#8217;t be such a big deal&#8230; if the whole deal hadn\u2019t smelled suspicious from the start.<\/p>\n<p data-start=\"1047\" data-end=\"1083\"><strong>What\u2019s this company doing again?<\/strong><\/p>\n<p data-start=\"1085\" data-end=\"1325\">In 2021, Museveni greenlit a high-tech crime-fighting tool \u2014 a system to monitor vehicles with digitally trackable number plates. Sounds smart, right? But this Intelligent Transport Management System (ITMS) quickly turned into a circus:<\/p>\n<ul data-start=\"1326\" data-end=\"1462\">\n<li data-start=\"1326\" data-end=\"1365\">\n<p data-start=\"1328\" data-end=\"1365\">Outrageous speeding fines?<\/p>\n<\/li>\n<li data-start=\"1366\" data-end=\"1411\">\n<p data-start=\"1368\" data-end=\"1411\">Poor signage and sneaky cameras?<\/p>\n<\/li>\n<li data-start=\"1412\" data-end=\"1462\">\n<p data-start=\"1414\" data-end=\"1462\">Sudden 30km\/hr zones in the city?<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1464\" data-end=\"1689\">The public backlash to their <strong data-start=\"1493\" data-end=\"1534\">Auto Express Penalty Scheme (AutoEPS)<\/strong> was so intense that it got temporarily suspended until July 12. That deadline just passed.<\/p>\n<p data-start=\"1464\" data-end=\"1689\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2351\" src=\"https:\/\/blizz.co.ug\/news\/wp-content\/uploads\/2025\/07\/autoeps.jpg\" alt=\"\" width=\"760\" height=\"507\" srcset=\"https:\/\/blizz.co.ug\/news\/wp-content\/uploads\/2025\/07\/autoeps.jpg 760w, https:\/\/blizz.co.ug\/news\/wp-content\/uploads\/2025\/07\/autoeps-300x200.jpg 300w\" sizes=\"auto, (max-width: 760px) 100vw, 760px\" \/><\/p>\n<p data-start=\"1691\" data-end=\"1728\"><strong>Wait, wasn\u2019t this a Russian firm?<\/strong><\/p>\n<p data-start=\"1730\" data-end=\"1959\">Yes, but with layers. The parent company is indeed Russian \u2014 <em data-start=\"1791\" data-end=\"1832\">Joint Stock Company Global Security Ltd<\/em> \u2014 but here\u2019s the twist: in Uganda, the local arm (Virtus Global) is directed by both Russians and Ugandans, including:<\/p>\n<ul data-start=\"1960\" data-end=\"2084\">\n<li data-start=\"1960\" data-end=\"1989\">\n<p data-start=\"1962\" data-end=\"1989\">Ivan Shkarban (Russian)<\/p>\n<\/li>\n<li data-start=\"1990\" data-end=\"2042\">\n<p data-start=\"1992\" data-end=\"2042\">Damir Makhmutov (Managing Director as of 2022)<\/p>\n<\/li>\n<li data-start=\"2043\" data-end=\"2084\">\n<p data-start=\"2045\" data-end=\"2084\">&#8230;plus the four Ugandans listed above.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2086\" data-end=\"2277\">And this is the same company that reportedly needed AutoEPS cash to bankroll the delayed number plate rollout. Car dealers have been fuming about shortages and system hiccups.<\/p>\n<p data-start=\"2317\" data-end=\"2590\"><strong data-start=\"2336\" data-end=\"2363\">Justice Boniface Wamala<\/strong> recently ordered the government to cough up all key documents related to the deal \u2014 including the MoU between the government and Virtus Global Security, due diligence reports, and anything else tied to this juicy contract.<\/p>\n<p data-start=\"2592\" data-end=\"2862\">The Attorney General had tried to play the <strong data-start=\"2635\" data-end=\"2665\">\u201c<\/strong>foreign investor privacy\u201d card, but Justice Wamala wasn\u2019t buying it.
