Uganda Police have arrested ASP Clive Nsiima, an officer attached to the Counter Terrorism Directorate, following the circulation of shocking CCTV footage showing him slapping a supermarket attendant at the Shell fuel station in Kyanja, Kampala.
The footage, which has since gone viral on social media, shows Nsiima who was dressed in civilian clothes, arguing over an unpaid bill of about Shs 30,000 before he violently strikes the female cashier twice.
During the altercation, the officer can be heard shouting, “She’s disturbing me over Shs 30,000. Do you think I can run away with Shs 100,000? I can slap you even with these cameras here and tomorrow we go to court.”
According to police spokesperson Rusoke Kituuma, the suspect was detained following a joint operation by officers from Kyanja Police Post and the Professional Standards Unit (PSU). While he declined to name the suspect publicly, sources confirmed that ASP Nsiima, who is attached to the Oil and Gas Protection Unit, is the officer in question.
“I hereby confirm that the suspect has been taken into custody,” Kituuma said in a brief statement.
The officer is now expected to face charges of assault and threatening violence, while the victim has since filed a formal complaint and is receiving medical treatment.
The incident has sparked public outrage online, with Ugandans demanding tougher disciplinary action against security personnel who abuse their authority. Many called on the Police leadership to make an example of Nsiima to restore public confidence in law enforcement.
