Four senior officials from Kotido Municipal Council are in trouble after being arrested over the alleged misappropriation of UGX 1 billion meant for road rehabilitation and maintenance in the municipality.
The arrests were carried out by the State House Anti-Corruption Unit working together with the Uganda Police Force in Kotido District.
Those arrested include Town Clerk Okaja Emmanuel, Senior Civil Engineer Okidi Gasper, Senior Internal Auditor Akello Deo Nyanga, and Assistant Inventory Officer Lokure John Bosco.
According to preliminary investigations, the four allegedly connived to embezzle over UGX 200 million that had been allocated for the purchase of construction materials during the 2024/2025 financial year.
Investigators say several materials that were fully paid for were either partially delivered or never delivered at all. These include 1,735.7 trips of gravel, 250 bags of cement, 25 trips of hardcore, and 10 trips of sand.
Authorities further allege that the Town Clerk and the Senior Civil Engineer neglected their duties by failing to properly supervise, monitor, and enforce approved engineering and procurement guidelines during the road works.
The roads affected by the alleged malpractice include Miresiae–Napawu Road, Morungor–Kotyanga Road, Nangayum–Kawlapei Road, Chairman’s Road, Business Road, and Romrom–Nakutakuwam Road, all within Kotido Municipality.
Investigators say the suspects will soon be arraigned before court as inquiries continue into the wider handling of municipal infrastructure funds.
