The City Hall Court has remanded Assistant Superintendent of Police (ASP) Clive Nsiima Barigye to Luzira Prison after he was charged with assaulting a female supermarket attendant at Shell Kyanja, Kampala.

Nsiima, who serves in the Counter Terrorism Directorate under the Oil and Gas Protection Unit, appeared before Senior Principal Grade One Magistrate Nicholas Aisu on Monday afternoon.

The officer ran out of luck after a CCTV video went viral over the weekend, showing him slapping a female attendant twice and bragging about his car — all because he allegedly refused to clear a UGX 30,000 bill for items he had picked from the supermarket.

“Do you even know who I am? Have you ever driven a car like mine?” the officer was heard saying before slapping the lady again.

The disturbing footage caused public outrage, forcing police to arrest and detain Nsiima before he was brought to court today.

He has been charged with two counts — assault occasioning actual bodily harm and malicious damage — after allegedly damaging the victim’s Infinix Hot 10 phone during the altercation.

Nsiima pleaded not guilty, claiming he has since reconciled with the complainant, Pellan Atuhumuriize, who was present in court but remained silent on the matter.

His lawyer, Hamuza Kyamanywa, applied for bail, presenting three sureties — including an ISO employee and his brother — but the State Prosecutor, Mercy Yamangusho, strongly objected, saying the accused acted with “impunity of the highest order.”

“As a police officer, he was expected to protect women, not assault them. His actions were shameful and have angered the public,” the prosecutor stated.

The magistrate, however, postponed the decision on bail and remanded Nsiima to Luzira Prison until October 16th, 2025, as investigations continue.
